No, that's the point - if you modify SA's URL scanner then there's a  
chance it will find dnsbl.test somewhere and treat such a mail as spam.

The only modification you might want to make to SpamAssassin is to  
check for dnsbl.test.whatever.uri.dnsbl upon startup, to ensure the  
list is operational.
