Moreover, even if it doesn instantaneously achieve ideal aggregation, what
is to prevent future entropy?  If a site wants to change its EIDs, it's
forced to renumber.  If it changes its ISP but doesn't change its EIDs, then
it's still locked into a 'mapping provider'.

It seems to me that this is exactly the same problem that we have today.
True, you've moved the problem from the bandwidth plane to the mapping
plane, but it is the same problem with the same consequences.
