Thanks for pointing this out.

It looks like this draft has, in fact, not been formally submitted as an
Internet Draft. A Google Search found it at:

    http://inl.info.ucl.ac.be/system/files/draft-mathy-lisp-dht-00.txt

I don't know what plans (if any) the authors have for submitting this; I
have CC'ed them (or at least the two of them who have email addresses listed
in the above document) on this message so that they can answer for themselves.
