I think this estimate is way low. If I want to get approval to submit
anything that claims to be an IPR disclosure, I'm going to go through
all sorts of lawyer time, educating the lawyers about the IETF and
about our process and requirements. I'm going to have to discuss
licensing of the trademark etc etc.
Obligating me as a contributor to do this serves no interest I can
see.
