The update reflects the split of roles - in the Ancient Days, the IETF 
Executive Director and the head of the Secretariat were the same person, 
and had no formal responsibility towards the IETF.

In the post-IASA world order, Ray Pelletier is IETF Executive Director, 
and reports to IAOC; the secretariat is headed by an employee of Neustar 
Secretariat Services, and is under contract with ISOC.
