A few days ago I checked 6.1.1, that section starts with "enter or 
advance", and I wasn't looking for "remove".  In conjunction with
6.1 apparently anybody can try to initiate a "standards action" if
it's not about a document of an existing WG.

Good, that's a better knife than the "certified troll" BCP.
