An automated process to get this info has existed forever (*), but may be so
underpublicized that I'm the only person (including the rest of the IESG)
that knows about it: http://www.ietf.org/iesg/1old_standards.txt

There's a bit of a startup problem with the proposal of having them
automatically on the IESG agenda - there are 61 Draft Standards and
696 Proposed Standards on the list.

(*) - web.archive.org sees a version from 2001; my recollection is that
it existed before that
