ob draft has this text:

   For each outbound proxy URI in the set, the UAC SHOULD send a
   REGISTER request using this URI as the default outbound proxy.

i understand this so that if one ob proxy uri maps to 32 srv records, it
will not send a successful register request to more than one of them.
