Actually, let me ask an even simpler question.

Is anybody against the "2 minimum", i.e., that if there are more than one 
outbound proxies in the set, the the UA MUST use at least 2 of them.

So far, we have NOT heard anybody speak against this.

If not, then I think we should integrate Juha's comment.
